Cultural Strategy

I just listened to Jian Gomeshi's interview with Heritage Minister James Moore and it raised some curious questions.

  1. Is "public safety" spending (on jails, say) subject to the exact same strategic review process as cultural spending?
  2. Is defence spending (on F-35s, say) subject to the exact same strategic review process as cultural spending?
  3. Are there so many "conspiracy theories" around the ideological underpinnings of cultural funding decisions because the Prime Minister tends to bring ideology into cultural discussions?
  4. Does the Minister see an inherent value in culture outside its value as "intellectual property" and is he prepared to defend it on such terms?
